Beyond Cost: What Manufacturers Look for in Investment Locations
Since COVID, pharma manufacturers have shifted from lean, centralized supply chains toward regionalized hubs — balancing cost, flexibility, and geopolitical security to build resilience against future economic shocks.
Rory Mullen, Head of Biopharma & Food, IDA Ireland
For decades, the global pharmaceutical industry operated on a singular priority: optimize supply chains for maximum efficiency. The just-in-time manufacturing model kept inventories lean and production centralized, all in service of a stable global supply chain.
Then COVID hit, and a perfect storm of macroeconomic and geopolitical pressures upended that paradigm. Since the pandemic, organizations have shifted toward a multinational approach — spreading manufacturing across regions to build resilience. That shift requires a refreshed view on location selection, talent, and technology.
Intensifying geopolitical concerns and unpredictable regulatory and pricing volatility mean manufacturers now need supply chains built for regionalized hubs, balancing operational flexibility with geographical security — all while managing cost. Navigating that transition means building ecosystems designed to absorb macro shocks without upending supply stability.
The Geopolitical Shield: Mitigating the Risk of Isolation
The traditional, centralized multinational approach to manufacturing faces significant risks as countries move to domestic-first production mandates.
For manufacturers and their supply chains, these mandates create new complexities. Global tariffs have dominated the news in the last 18 months. At the time of writing, minimal direct tariffs exist on pharmaceutical products themselves. However, the surrounding supply chain has been severely impacted.
From packaging to specialized materials and even the critical raw components, global players have noted that these tariffs have resulted in upwards of $400 million in costs that must be absorbed. In turn, it has forced organizations to reconsider supply chains, especially as they look to optimize pricing and reduce costs overall.
