Oman Oil Company (OOC) and Kuwait Petroleum International (KPI) have signed agreements related to their partnership for the development of the Duqm Refinery and Petrochemical Complex. The refinery project, which is expected to start commercial operations in 2021, is coming up in the Duqm Special Economic Zone of the Al Wusta region. The work related to leveling the site of the refinery has been completed, as well as laying the foundations for the construction of the refinery as per schedule.

Three major EPC contracts have been awarded to joint ventures of Tecnicas Reunidas and Daewoo Engineering & Construction Co., and Petrofac International and Samsung Engineering Co., respectively, and to Saipem, with Amec Foster Wheeler being the project management consultant for the EPC phase.. Once operational, the 230,000 barrels per day-capacity refinery will produce a number of key products: diesel, jet fuel, naphtha and liquefied petroleum gas.
