Italian contractor Tecnimont and its Indian affiliate Tecnimont Private Ltd. have been awarded two lump sum contracts worth in the range of $225 million to build HDPE and PP plants for HPCL-Mittal Energy (HMEL).

Under terms of the agreements, the contractors will provide engineering, procurement, construction and commissioning services on a new 450,000 t/y HDPE plant and a 500,000 t/y PP plant to be located adjacent to the Guru Gobind Singh refinery at Bathinda, Punjab, in northern India. The plants are expected to be mechanically complete in the third quarter of 2020.

The polymer facilities are part of HMEL’s proposed petrochemical complex at Bathinda that will include a 1.2 million t/y naphtha cracker and two LLDPE/HDPE swing plants producing 400,000 t/y each.

HMEL is a joint venture between India’s Hindustan Petroleum and Singapore-based Mittal Energy Investments, owned by Indian steel magnate Lakshmi Mittal.
